本文是“大型油气田及煤层气开发”国家重大科技专项子课题“我国煤层气发展战略与政策研究”的一部分,探索性地概括能源技术创新阶段特征、能源扶持3元理论,并将这些理论引入煤层气产业和大型煤层气田开发科技政策领域,形成了较为系统的煤层气科技创新扶持政策的基础理论;总结了我国煤层气开发利用历程、科技创新的决定作用,结合实现“十二五”目标,研究总结了亟待解决的创新难题和研究重点;调研了最新国外煤层气开发与科技的资料,较好地解决了煤层气政策研究领域资料陈旧问题,提供了系统、详实的国外煤层气勘探开发、生产、利用及政策信息;系统分析了科技进步对煤层气发展决定作用的国际经验,总结了美国、加拿大、印度煤层气政策或煤层气创新政策实践,特别是定量分析了美国对煤层气科技研发投入水平、资金来源等成功做法和经验。在分析我国煤层气产业现状、历程的基础上,预测了我国煤层气开发的潜力和前景,研究了制约我国煤层气产业快速发展的主要科技问题和创新问题;研究概括了大型煤层气田的基本概念、大型煤层气田开发科技政策的基本思路“创新引进、安全适用、高效领先、环保低碳”,提出科技政策的目标是构建一体化的煤层气产业及煤层气创新扶持政策体系
